A browser/hour is indeed the smallest unit (as of Feb 26, 2009). We are working to change this, but currently we are somewhat limited as our cloud parters (ie: Amazon) charge us on a per-hour basis as well.

1000 x 2 = 2000

or as 15 min is a quarter of an hour

1000 x 2 = 2000 / 4 = 500
